Overview
Bangladesh’s RMG and Leather sectors are key to its economy, contributing significantly to exports, employment and foreign exchange. However, challenges persist in ensuring decent work, sustainability and human rights due diligence. Workers, especially women, face low wages, poor job security, unsafe conditions and limited social protections, with weak enforcement of labour standards and ongoing violations like forced labour, gender discrimination and restricted Freedom of Association (FoA).
Additionally, industrial growth has resulted in environmental damage, and these sectors require urgent investment in sustainable practices to meet international environmental standards. The country’s eligibility for the EU’s GSP+ depends on its commitment to labour reforms, human rights, and transparency.
Objectives
- Strengthening labour standards in RMG & Leather through gender-responsive HRDD.
- Enhancing trade unions’ capacity for advocacy using evidence-based social dialogue.
- The eligibility of Bangladesh under the GSP+ negotiation process is strengthened.
Outcomes
- Decent Work Check (DWC) in 300 RMG factories, 50 tanneries and 20 leather/footwear factories
- Workers Priority Poll (WPP) for gender-disaggregated data on workplace compliance.
- Strengthen trade unions and empower workers to advocate for their rights through evidence-based social dialogue.
- Improve working conditions through promoting accountability among factories, buyers and policymakers.
- Promote advocacy efforts and sustainable, rights-based industrial growth.
Major Activities
- Factory & Worker Mapping: Selection of 300 RMG, 50 tanneries and 20 leather & footwear factories.
- DWC Surveys: Annual data collection in 3 phases from 10,150 workers per phase across 370 factories.
- National & International Engagement: Policy brief and media kit for GSP+ eligibility, tripartite dialogue on the GSP+ trade agreement; Lobby meetings in Brussels with EU institutions, and side sessions at OECD & UN forums to strengthen global advocacy.
- Corrective Action Plans (CAPs): Develop & share with stakeholders.
- Capacity Building: Evidence-based advocacy training for trade unions on using DWC/WPP data.
