Project Title: Transformation to an Inclusive and Accountable Garments Sector, Where Workers Enjoy Dignity and Fairness

Position Overview:

Bangladesh Labour Foundation (BLF), in consortium with the Awaj Foundation and the Bangladesh Institute of Labour Studies (BILS), is implementing the Mondiaal FNV-supported project “Transformation to an Inclusive and Accountable Garments Sector, Where Workers Enjoy Dignity and Fairness” (2026–2030).

The project aims to address systemic labour governance challenges in Bangladesh’s Ready-Made Garments (RMG) sector, with a focus on living wages, labour law enforcement, social protection, Just Transition, occupational safety and health, prevention of sexual and gender-based violence and harassment (SGBVH), freedom of association and collective bargaining, and Human Rights and Environmental Due Diligence (HREDD).

The Project Coordinator will provide strategic and operational leadership for the overall implementation of the project. The position will coordinate closely with consortium partners, trade unions, government agencies, employers’ organizations, industry associations, development partners, and other relevant stakeholders.

The Project Coordinator will be responsible for ensuring effective project planning, implementation, partner coordination, stakeholder engagement, monitoring, reporting, donor compliance, and achievement of project outcomes.

The position will involve frequent travel to project locations including Savar, Ashulia, Gazipur, Narayanganj, Keraniganj, and Chattogram.

Preferred Job Description/Responsibilities

Project Planning, Implementation & Operational Management

  • Lead the overall operational implementation of the project in accordance with approved objectives, work plans, timelines, budgets, and donor requirements.
  • Coordinate implementation across the six core project outcome areas: Living Wage and Wage Governance; Labour Law Reform and Inspection; Just Transition and Social Protection; OSH and SGBVH Prevention; Freedom of Association and Collective Bargaining; and HREDD and Supply Chain Accountability.
  • Prepare and manage annual, quarterly, and monthly work plans, procurement plans, activity trackers, and implementation schedules.
  • Ensure timely and quality delivery of project activities across all project locations.
  • Coordinate field-level interventions in Keraniganj, Savar, Ashulia, Gazipur, Narayanganj, and Chattogram.
  • Provide operational leadership for initiatives related to the formalization of the Keraniganj downstream RMG cluster, including situation analysis, Child Labour Free Tower initiatives, and workplace safety activities.
  • Identify implementation challenges and provide practical recommendations to ensure effective project delivery.
  • Ensure project activities remain aligned with approved objectives, budgets, timelines, and quality standards.

Consortium Coordination & Governance

  • Serve as an active focal member of the Project Technical Committee (TC).
  • Participate in regular coordination meetings with consortium partners, programme coordinators, MEAL representatives, and other relevant project personnel.
  • Coordinate with Awaj Foundation and BILS to ensure effective collaboration, communication, and division of responsibilities.
  • Facilitate coordination among policy advocacy, research, capacity building, and grassroots mobilization components of the project.
  • Prepare operational updates and provide technical support to the Project Steering Committee (PSC).
  • Support meetings and reporting processes for the Project Advisory Committee (PAC).
  • Maintain effective communication and institutional coordination among consortium partners.

Multi-Stakeholder Engagement, Social Dialogue & Advocacy

  • Facilitate and coordinate bipartite, tripartite, and multi-stakeholder dialogues, consultations, meetings, and advocacy initiatives.
  • Engage with relevant government institutions including the Ministry of Labour and Employment (MoLE), Department of Inspection for Factories and Establishments (DIFE), Department of Labour (DoL), National Wage Board, and National Skills Development Authority (NSDA).
  • Establish and maintain effective relationships with industry associations including BGMEA, BKMEA, and BEF.
  • Engage with factory management and employers to promote workplace dialogue, collective bargaining, occupational safety and health committees, and gender-responsive management systems.
  • Coordinate with trade union platforms including Sramik Karmachari Oikya Parishad (SKOP), IndustriALL Bangladesh Council (IBC), and enterprise-level unions.
  • Support trade union capacity-building, roadmap development, collective bargaining initiatives, and digital grievance mechanisms.
  • Engage with international brands, buyers, and multi-stakeholder initiatives to promote responsible purchasing practices and worker-led HREDD.
  • Support collaboration with relevant platforms including RSC, ACT, ETI, and FWF, as appropriate to project objectives.
  • Coordinate and support climate justice and Just Transition initiatives, including activities of the National Alliance for Just Transition Bangladesh (NAJTB).

Gender Equality, Inclusion & Safeguarding

  • Ensure effective integration of gender equality and inclusion throughout project planning and implementation.
  • Support achievement of project gender participation targets, including increased participation of women in programme activities and leadership development initiatives.
  • Supervise and support gender-transformative initiatives, including Anti-Harassment Committees (AHCs) and Gender-Responsive Management Systems (GRMS).
  • Support advocacy and awareness initiatives related to ILO Convention 190 and prevention of violence and harassment at work.
  • Ensure implementation of safeguarding and “Do No Harm” principles across all project activities.
  • Ensure that complaints and safeguarding concerns are addressed through safe, confidential, and survivor-centered mechanisms.
  • Promote worker dignity, gender justice, social inclusion, and equal participation throughout project implementation.

Monitoring, Evaluation, Accountability, Learning (MEAL) & Reporting

  • Work closely with the MEAL team to ensure effective implementation of the project monitoring and evaluation framework.
  • Support logframe-based monitoring and tracking of project indicators and outcomes.
  • Maintain and regularly update activity trackers, advocacy/lobby trackers, indicator data, and other monitoring tools.
  • Ensure systematic collection, verification, and documentation of project data.
  • Monitor the quality and effectiveness of training, capacity-building, advocacy, and field-level interventions.
  • Ensure timely preparation of event reports, case studies, success stories, human-interest stories, and other project documentation.
  • Prepare and compile high-quality monthly, quarterly, semi-annual, and annual project progress reports.
  • Ensure reports are prepared in accordance with Mondiaal FNV requirements and BLF’s internal standards.
  • Coordinate and support project baseline, midline, and final evaluations in accordance with relevant evaluation standards.
  • Facilitate periodic consortium learning and reflection workshops.
  • Document lessons learned, good practices, challenges, and recommendations for future programming.

Required Qualifications and Experience

  • Master’s degree in Development Studies, Labour Studies, Law, International Relations, Sociology, Public Administration, or a related field.
  • Minimum 5–6 years of progressive professional experience in project management, programme coordination, policy advocacy, or related areas.
  • Experience working with national or international NGOs, development agencies, donor-funded projects, or labour rights programmes in Bangladesh.
  • Proven experience in managing or coordinating consortium projects and multi-stakeholder partnerships.
  • Demonstrated experience working in Bangladesh’s RMG sector, formal and informal labour governance, trade unions, workers’ rights, or labour rights initiatives.
  • Experience with donor compliance, reporting, and project management systems will be strongly preferred.
  • Experience working with international development partners or donors such as Mondiaal FNV, the Dutch Ministry, EU, UN agencies, or similar organizations will be an advantage.

Skills and Competencies

  • Strong understanding of the Bangladesh Labour Act (BLA), Bangladesh Labour Rules (BLR), ILO Conventions, and national tripartite governance mechanisms.
  • Knowledge of emerging labour issues including Living Wage methodologies, Just Transition, Industry 4.0 and automation-related risks, and Human Rights and Environmental Due Diligence (HREDD).
  • Strong project planning, coordination, implementation, and management skills.
  • Excellent networking, negotiation, facilitation, and stakeholder-management skills.
  • Ability to work effectively with government agencies, trade unions, employers, industry associations, brands, development partners, and civil society organizations.

  • Ensure timely collection, verification, and analysis of project data.
  • Maintain project monitoring tools, activity trackers, and documentation systems.
  • Prepare monthly, quarterly, semi-annual, and annual project reports.
  • Ensure donor reporting requirements and deadlines are met.
  • Document project outcomes, lessons learned, case studies, and success stories.
  • Support internal and external evaluations and learning processes.
