Position Overview: Field Officer under the project titled “Promoting Rights, recognition, and empowerment for female jhutt workers” will be responsible for the direct ground-level execution, community mobilization, and day-to-day engagement that reflect BLF’s mission to uphold labour rights, decent work, occupational safety, and social protection for workers in Bangladesh.
Preferred Job Description/Responsibility
Community Mobilization, Training & Awareness Delivery
- Conduct field-level identification, registration, and socioeconomic profiling.
- Build rapport with shop-floor workers, tower management committees, and informal employers to ensure field access and participation.
- Facilitate the formation and regular meetings of tower-based Study Circles.
- Organize and facilitate soft-skill and rights-awareness sessions.
- Support logistics, venue preparation, and participant mobilization for financial literacy and entrepreneurship training sessions.
- Assist in coordinating localized public campaigns marking national and international labour days alongside civil society partners.
- Assist the Senior Project Officer in organizing and mobilizing participants for sensitization sessions.
Stakeholder Engagement
- Support to organize donor visits, project briefings, and evidence-sharing sessions to strengthen BLF’s credibility and visibility.
- Facilitate timely submission of donor reporting inputs in collaboration with the program and MEAL teams.
- Engage local level govt and other stakeholders for proper and effective communication and operation.
Field Monitoring, Documentation & Safeguarding
- Maintain up-to-date tower rosters, training attendance sheets, meeting minutes, and daily field activity logs.
- Assist in gathering qualitative case studies, human-interest stories, and field data for the project’s periodic reporting and Outcome Assessment.
- Strictly uphold BLF’s safeguarding, child protection, and PSEA policies during all interactions with community members, adolescent workers, and project participants.
Required Qualifications and Experience
- Bachelor’s in development studies, International Relations, Public Policy, Economics, Social Science, or relevant field.
- Minimum 2-3 years’ experience in project implementation, reporting, donor relations within NGOs/INGOs preferably in labour rights, or social justice sectors.
- Experience working with labour sector stakeholder trade unions, worker federations, and policy makers will be an added advantage.
Skills and Competencies
- Strong relationship-building, negotiation, and advocacy skills.
- Ability to coordinate multi-department tasks under short deadlines.
- Familiarity with labour rights discourse, decent work frameworks, OSH, GBV in the workplace, and just transition.
- Proficiency in MS Office Suite; experience with research and documentation preferred.
Safeguarding & Ethical Responsibilities
- Uphold BLF’s safeguarding, PSEA, anti-fraud, anti-corruption, and child protection policies.
- Ensure donor communications reflect transparency, ethical engagement, and respect for worker voices.
- Promote a culture of accountability, integrity, and non-discrimination.
