Name of the Position: Senior Project Officer

No. of Vacancies: 01

Position Overview: Senior Project Officer under the project titled “Promoting Rights, recognition, and empowerment for female jhutt workers” will be responsible for overall project implementation and coordination that reflect BLF’s mission to uphold labour rights, decent work, occupational safety, and social protection for workers in Bangladesh. The role requires strong coordination with internal teams, proactive donor engagement, and effective communication of BLF’s impact, achievements, and strategic priorities.

Preferred Job Description/Responsibility

 Overall project implementation

  • Direct the planning, execution, and quality control of all project deliverables.
  • Supervise, mentor, and appraise field implementation staff.
  • Develop, monitor, and adjust annual and quarterly work plans, procurement schedules, and activity timelines to ensure on-time delivery against the approved logframe.
  • Maintain overall budget oversight, track activity-level expenditures, ensure financial compliance with donor regulations and organizational policies, and prevent budget variances.
  • Facilitate strategic alignment and dialogue with formal trade union federations and labour bodies to ensure long-term integration.
  • Ensure technical coherence across all intervention tracks.
  • Guide the design of training curricula, awareness toolkits, and facilitation guidelines covering labour rights, Occupational Safety and Health (OSH), gender-based violence (GBV), and financial literacy.
  • Carry out all the advocacy activities facilitated under the project.

Stakeholder Engagement

  • Serve as the institutional focal point representing the project to government counterparts.
  • Maintain regular communication with current donors and proactively identify new funding opportunities.
  • Organize donor visits, project briefings, and evidence-sharing sessions to strengthen BLF’s credibility and visibility.
  • Facilitate timely submission of donor reporting inputs in collaboration with the program and MEAL teams.

Monitoring, Evaluation, Evidence & Reporting

  • Maintain field databases, beneficiary rosters, and activity tracking logs aligned with project indicators.
  • Support the execution of the project’s Outcome Assessment to measure quantitative and qualitative shifts in worker earnings, safety practices, and collective agency.
  • Prepare monthly, quarterly, and event-based technical progress reports, as well as human-interest case studies documenting impact.

Compliance & Quality Assurance

  • Serve as the key liaison for donor communications, field missions, project reviews, and institutional audits.
  • Consolidate field data and technical inputs to author comprehensive, high-quality quarterly, annual, and final narrative reports in English.
  • Monitor political, operational, and contextual risks including local market dynamics, factory access barriers, and gender sensitivities and implement adaptive risk-mitigation measures.

Required Qualifications and Experience

  • Master’s in development studies, International Relations, Public Policy, Economics, Social Science, or relevant field.
  • Minimum 4-5 years’ experience in project implementation, reporting, donor relations within NGOs/INGOs preferably in labour rights, or social justice sectors.
  • Experience working with labour sector stakeholder trade unions, worker federations, and policy makers will be an added advantage.

Skills and Competencies

  • Exceptional writing, analytical, editing, and presentation skills.
  • Knowledge of donor compliance (ILO, EU, RVO, UN, CSR).
  • Strong relationship-building, negotiation, and advocacy skills.
  • Ability to coordinate multi-department tasks under short deadlines.
  • Familiarity with labour rights discourse, decent work frameworks, OSH, GBV in the workplace, and just transition.
  • Proficiency in MS Office Suite; experience with research and documentation preferred.

  • Ensure donor communications reflect transparency, ethical engagement, and respect for worker voices.
